Positioning
SAP Business One is a mature mid-market product with a long presence in Peru and a well-established partner network. Odoo is a modular suite with an open codebase, a lower entry cost and a wide functional range. Both cover the commercial and accounting cycle; both require serious implementation work.
Cost structure
Business One is typically licensed per user with a structure that rewards stable headcount. Odoo charges per user and per application under Enterprise, and nothing under Community. In both cases implementation and support usually exceed the licence over a three-year horizon, which is the comparison worth making.
Cost of change
This is the real differentiator. Adapting Odoo — fields, flows, reports, integrations — is generally cheaper and faster, because the codebase is open and the ecosystem is large. In Business One, adaptation is possible but more structured and usually more expensive, which is a disadvantage if your processes are still moving and an advantage if you want them not to.
Peruvian localization
Both have localization available, through the product and through partners. Neither should be assumed complete: in both cases document types, series, special regimes and the transmission service are configuration and integration decisions on top of whatever the base provides.
Who to ask
The implementer matters more than the brand. The same software with two different partners produces different outcomes. Ask each candidate to walk one of your real processes end to end, to the journal entry, before comparing prices.

Business One fits companies that want a standardised process and a long-established vendor relationship, and that are comfortable paying for stability. Odoo fits companies that expect their processes to keep changing, want to control the pace of adaptation, and are willing to own more of the decisions.

Is SAP a safer choice for an audit?
Both produce auditable records when correctly configured. Audit risk comes from configuration and process, not from the vendor name.
Can we migrate from one to the other later?
Technically yes, at real cost. The data migrates; the configuration and custom work do not. This is a reason to take the accounting design seriously the first time.
