Licence: what goes to Odoo
Charged per user and per active application, varying by edition, version and country. Community has no licence fee; Enterprise does, and in exchange includes functionality and vendor support. Official prices change, so any serious budget verifies them at the source at quotation time.
Hosting
Odoo Online has the lowest operating cost but allows no custom code. Odoo.sh allows development and staging branches. On-premise looks cheaper until you add backups, security, monitoring and the hours of whoever maintains all of it.
Users: count access, not headcount
What matters is how many people need to log in. A warehouse with ten operators may need two internal users and one shared terminal. Reviewing this before quoting reduces licence cost more than any negotiation.
Implementation: the most variable block
Discovery, functional design, configuration, migration, testing, training and go-live. Price is driven by the number of legal entities and warehouses, active modules, the condition of source data, integrations and the deadline. Two companies with the same user count can differ several times over.
Migration: you pay for disorder, not volume
A clean database migrates in days. Duplicated masters, unvalued inventory or unsupported balances require weeks of cleansing, validated by someone who knows the data.
Integrations and development
Electronic invoicing, banks, ecommerce and in-house APIs are quoted case by case. Rule of thumb: every custom development is permanent maintenance, so exhaust configuration first.
Support and evolution
After go-live there are adjustments, functional questions, supported closes and further phases. A project that does not budget support has not finished budgeting.

Comparing two proposals
